(Reuters) - U.S. regulators sought public input on Wednesday about the need for increased oversight of the country's natural gas pipelines, as part of a push to strengthen safety after several deadly accidents.
The U.S. Transportation Department asked for comments about whether certain regulatory exemptions for pipelines built before 1970 should be eliminated and whether rules regarding pipeline integrity should be expanded.
"Incidents with significant consequences continue to occur on gas transmission pipelines, and this action will help us determine whether new requirements are needed to increase safety," Cynthia Quarterman, head of the department's pipeline oversight agency, said in a statement.
A 2.5-million-mile (4-million-km) network of pipelines crisscrosses the United States, carrying everything from crude oil to natural gas to refined products such as gasoline and jet fuel.
The department launched an oil and gas pipeline safety initiative in April after a series of high-profile accidents in the country's aging web of pipelines.
An explosion on a natural gas pipeline operated by UGI Utilities killed five people this past February in Allentown, Pennsylvania, while a blast on a PG&E Corp line in California last year killed eight people.
Many pipelines date to the 1960s or earlier and old lines are rarely retired. The overall length of active U.S. pipelines has grown more than 20-fold since the 1920s.
As part of its safety push, the department is also asking for feedback about the need to reduce operating pressure for some pipelines that are more than 40 years old.
Pipeline safety has actually improved sharply over the past 20 years. But from 2006 through 2009 U.S. oil and gas pipeline accidents killed 56 people, caused $1.2 billion in property damage and spilled 381,000 barrels of oil, government data shows.
Recent oil spills from TransCanada's Keystone pipeline, as well as Exxon Mobil's Silvertip line, have also raised concerns about the environmental risks posed by crude oil pipelines.
Earlier this year, the Senate commerce committee approved legislation that would raise fines against reckless operators of petroleum and natural gas lines and require automatic shut-off valves to prevent oil spills and gas explosions.

NEW YORK, Aug 18 (Reuters) - New York's attorney general has sent subpoenas to three energy
 companies seeking information about the profitability of their natural gas wells, according to a
 source close to the investigation.
The subpoenas, from Attorney General Eric Schneiderman, are part of a broader inquiry into the oil
 and gas industry. Earlier this year, Schneiderman's office subpoenaed five energy companies for 
information on how the companies described to their investors the environmental impact of fracking,
 a controversial gas-drilling technique.
The three companies involved in the latest round of subpoenas are Range Resources Corp 
(RRC.N), Cabot Oil and Gas Corp (COG.N), and Goodrich Petroleum (GDP.N), according to the 
source, who asked not to be identified because the investigation is ongoing.
Schneiderman's office also sought additional information from Chesapeake Energy Corp
 (CHK.N), which was one of the five companies subpoenaed earlier.
Schneiderman is seeking information about the life of the gas wells, how long the companies 
can extract oil before they have to start fracking again, and how they calculate and record 
their oil reserves, according to the source.
"We are confident our production and reserves numbers are accurate and compliant with
 SEC requirements," said a spokesman for Chesapeake in a statement.
Goodrich acknowledged on Thursday it had received subpoenas from Schneiderman and the 
Securities and Exchange Commission seeking information about its Haynesville Shale gas wells and reserves. It said that it is cooperating with the requests and that neither the SEC nor Schneiderman had accused it of
 any wrongdoing.
"The Company is confident that its disclosures relating to its Haynesville Shale wells and 
reserves meet all applicable legal requirements," it said in a statement.
Calls to the other companies seeking comment were not immediately returned.
The subpoenas, which were sent earlier this month, were first reported by The New York 
Times.

Schneiderman is conducting his investigation under the Martin Act, a New York statute that 
allows him to subpoena a broad range of documents in cases involving possible financial
 fraud. Since taking office in January, he has used the law to investigate life-insurance 
companies and the mortgage-securitization operations of the large banks.
During his tenure, Schneiderman has made environmental cases a priority. In May he sued the 
U.S. Environmental Protection Agency and others to demand a ban on gas drilling, including the 
use of fracking, in the Delaware River Basin until the conclusion of a study on the environ-
mental Impact...

Gov. Tom Corbett says he may finally be ready to agree to a fee, rather than a tax, on Marcellus Shale gas drillers.
"An appropriate impact fee I can see adopting and making sure the money goes into the communities," Corbett said Monday during a visit to the Pittsburgh Zoo & PPG Aquarium.
Corbett said he might also be willing to allow that fee to be used to cap old natural gas wells.
But one thing to which he said he won't agree is taxing the Marcellus Shale industry to fund the state budget.
"We're competing with other states like West Virginia, New York and Ohio to keep the jobs here in Pennsylvania," Corbett said.
Corbett's critics disagree with his argument that Marcellus drillers will pull up stakes in Pennsylvania if the state imposes a severance tax.
"They've leased up a huge percentage of Pennsylvania already. They're not going to just abandon those leases. I don't think there is any chance of that," said Myron Arnowitt, of Clean Water Action.
During a recent trip to Norway, Team 4's Jim Parsons learned that some of the same companies that have interest in Pennsylvania's Marcellus Shale have been drilling offshore for natural gas in the Arctic and paying a hefty tax on their profits.
"People in Norway, they really demand they get something back from all this industrial activity," said Reinhold Fieler, of the Norwegian Institute for Water Research.
Fieler is an environmental consultant to corporations that extract natural resources in the Arctic Circle.
Norway's oil and gas tax reserve fund is so large now that it owns 1 percent of the world's stocks.
But Corbett said Pennsylvania already has one of the most burdensome tax structures for corporations and that he doesn't want to make it worse by imposing a new tax.
